Tajikistan Unveils Major Plan For Women’s Entrepreneurship Growth

Background- 

Tajikistan sets a target of 112,000 women entrepreneurs by 2027 and plans to raise lending to women and women-owned businesses to 7.5 billion somoni, under a new government action plan.

Authorities allocate 195.6 million somoni for the 2026-2027 plan of actions on women’s entrepreneurship, adopted under the State Program for Women’s Entrepreneurship Development through 2027.

The plan aims to widen women’s access to finance, help them grow their businesses and reach new markets, alongside boosting the overall number of women entrepreneurs. Measures span loans, grants, training, consulting and new business-support infrastructure.

Of the total funding, 153 million somoni comes from development partners, 38.4 million from the state budget and 4.2 million from the private sector. The funds will support targeted credit lines, grants, training programs and consulting services, alongside continued presidential grants for high-potential projects.

The government plans to build entrepreneurship training centers, consulting programs and specialized online resources, along with a network of business incubators, accelerators and technology parks.

The program sets a goal of training up to 70 percent of women from low-income families, while women managing dehqon farms will receive training in modern business management and support accessing finance.

Tajikistan already counts 108,700 women entrepreneurs, according to the State Committee on Investment and State-owned Property Management, placing the country close to its 2027 target.

Officials plan to lift women’s share of GDP from 1.5 percent to 3.5 percent by 2027, with exports from women-led businesses set to climb from 16 million to 35 million somoni.

Financial and digital literacy programs will also expand, with seminars covering financial services, electronic payments and fraud protection aimed largely at women in rural areas.
