Governor Kathy Hochul unveiled the Empire State MWBE Hub, a mobile-friendly platform built to modernize how minority- and women-owned businesses seek state certification and contracting work.
Found at mwbe.esd.ny.gov, the site replaces a decade-old system, running on cloud technology that lets firms file applications online, update profiles, and connect with agencies seeking certified contractors.
Hochul said her administration has made growing economic opportunities for minority- and women-owned business enterprises central to building a stronger, fairer New York. She added that the hub extends that goal by giving businesses an easier, modern path to certification and contracting work.
The platform lets businesses file applications online, communicate directly with state staff, track appeals, and search a directory of certified firms. It also handles customer service and gathers data to measure program performance.
Julissa Gutierrez, New York’s Chief Diversity Officer, said the technology answers business community concerns about accessibility, giving entrepreneurs clearer information, better visibility into certification, and faster access to help.
Empire State Development’s Division of Minority and Women’s Business Development built the platform. Executive Director Jason M. Clark said the tool saves business owners time by cutting certification steps.
The public, state agencies and contractors can search the directory by business name, location, sector, and certification type. Staff can also track outreach and share contracting leads with certified firms.
The hub links with certifying bodies statewide, including New York City’s Small Business Services, Monroe County, and the Erie County and Buffalo Joint Certification Committee. Compliance work stays on the older platform.
